Several days ago, the US announced that they had worked out a peace plan with Russia to end the Ukraine-Russian war. Leaked information stated that it was a 28 point plan to end the war. Russia has yet to state whether they want it or not. Ukraine was not happy with it but tried being diplomatic to avoid another crash with Trump like in Februari was the case. It was strange that this was drafted without Ukraine or even Europe, hinting that USA and Russia wanted to make sure that they could divide the goodies among themselves. The list below is the 28 point draft agreement to end the war. Lets review it.

Here is the 28-point draft agreement in full:

1. Ukraine’s sovereignty will be confirmed.

2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered settled.

3. It is expected that Russia will not invade neighbouring countries and NATO will not expand further.

This one is a important one. It was the basis of why Russia attacked Ukraine. FYI NATO was formed to be an alliance against the USSR, so logically when USSR dissolved, so should have NATO, but they didn’t do that. NATO was than used to further the imperialistic and economic wil of the USA and the west and to enforce their rule on the world.

Still, even if that was the basis for the conflict, its no reason to attack. But NATO and the west wanted to drag Putin and Russia into a prolonged war to weaken it.

4. A dialogue will be held between Russia and NATO, mediated by the United States, to resolve all security issues and create conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future economic development.

Seeing how USA is at the head of NATO, this is weird. It would make more sense if UN did this.
5. Ukraine will receive reliable security guarantees.

6. The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.

7. Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future.

Strange that there is no mention that NATO will not expand further to the east.Even then, its weird to have a country being forced to enshrine it in the constitution that they will not join NATO. I doubt that this will not pass over wel within Ukraine.

8. NATO agrees not to station troops in Ukraine.

It would be weird to have them sation troops in a country that is not a member.

9. European fighter jets will be stationed in Poland.

10. The US guarantee:

– The US will receive compensation for the guarantee;

– If Ukraine invades Russia, it will lose the guarantee;

– If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this deal will be revoked;

– If Ukraine launches a missile at Moscow or St Petersburg without cause, the security guarantee will be deemed invalid.

11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while this issue is being considered.

Strange that this was added. Russia had previously stated that they had no qualms with Ukraine joining the EU.

12. A powerful global package of measures to rebuild Ukraine, including but not limited to:

– The creation of a Ukraine Development Fund to invest in fast-growing industries, including technology, data centres, and artificial intelligence.

– The United States will cooperate with Ukraine to jointly rebuild, develop, modernise, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.

– Joint efforts to rehabilitate war-affected areas for the restoration, reconstruction and modernisation of cities and residential areas.

– Infrastructure development.

– Extraction of minerals and natural resources.

– The World Bank will develop a special financing package to accelerate these efforts.

So here we have it. USA is looking to profit of it by making sure that they got the contracts and the rights to minerals and natural resources. This was also one of the reasons why the war happened. Ukraine is rich in farm land and minerals and other natural resources. USA is looking for the interests of the elites who seek those resources for themselves so that they can get richer. Chances are, Ukraine will get nothing from this.

13. Russia will be reintegrated into the global economy:

– The lifting of sanctions will be discussed and agreed upon in stages and on a case-by-case basis.

– The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centres, rare earth metal extraction projects in the Arctic, and other mutually beneficial corporate opportunities.

those sactions never really worked. It did prevent Russia from accessing high technological materials, but that is about it. Only western countries enforced the sanctions. The rest of the world never complied with them. They saw through the hypocrisy of the west. Especially after 7/10/2023 when Hamas attacked Israel and took hostages. Because it was Israel, no sactions were put in place against Israel after they started a genocide against the Gazans. To this day, no country ordered sanctions against them.

FYI when i speak of Israel, I mean the government, not the people or any Jewish people. Just want to be clear about this. While Israel did have a right to retaliate against Hamas and their allies, commiting a genocide is not it. Bombing all of Gaza is not it. That is straight out revenge and not caring if civilians are caught in the crossfire. The same thing Russia is doing.

– Russia will be invited to rejoin the G8.

14. Frozen funds will be used as follows:

– $100bn (£76bn) in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine;

– The US will receive 50% of the profits from this venture. Europe will add $100bn (£76bn) to increase the amount of investment available for Ukraine’s reconstruction. Frozen European funds will be unfrozen. The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas. This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict.

Here we see another reason why USA didn’t want Europe at the table. They want 50% of the profits and Europe has to add billions but get nothing. Ukrainians get nothing. This is sole for the benefit for the USA. They are looking to exploit this crisis for their own benefit.

15. A joint American-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.

Weird that Europeans or even Ukrainians are excluded from this.

16. Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.

17. The United States and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including the START I Treaty.

18. Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

19. The Zaporizhzhia Nuclear Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine – 50:50.

20. Both countries undertake to implement educational programmes in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice:

– Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.

This was one of the reasons why Luhanks and Donetsk wanted to join Russian Federation. If the ruels for the protection of linguistic minorities is implented, it could mean that these regions could rejoin Ukraine.

– Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.

– All Nazi ideology and activities must be rejected and prohibited.

21. Territories:

– Crimea, Luhansk and Donetsk will be recognised as de facto Russian, including by the United States.

– Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.

– Russia will relinquish other agreed territories it controls outside the five regions.

– Ukrainian forces will withdraw from the part of Donetsk Oblast that they currently control, and this withdrawal zone will be considered a neutral demilitarised buffer zone, internationally recognised as territory belonging to the Russian Federation. Russian forces will not enter this demilitarised zone.

Weird that this demilitarised buffer zone is Russian, and not Ukrainian when Ukrainians control them???

22. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. Any security guarantees will not apply in the event of a breach of this commitment.

23. Russia will not prevent Ukraine from using the Dnieper [Dnipro] River for commercial activities, and agreements will be reached on the free transport of grain across the Black Sea.

24. A humanitarian committee will be established to resolve outstanding issues:

– All remaining prisoners and bodies will be exchanged on an ‘all for all’ basis.

– All civilian detainees and hostages will be returned, including children.

– A family reunification program will be implemented.

– Measures will be taken to alleviate the suffering of the victims of the conflict.

25. Ukraine will hold elections in 100 days.

26. All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any claims or consider any complaints in the future.

27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, headed by President Donald J Trump. Sanctions will be imposed for violations.

Seeing how Trump is pro-Putin and easily influenced and bought, its best that someone else should be at the head of this like the secretary general of the UN.

28. Once all parties agree to this memorandum, the ceasefire will take effect immediately after both sides retreat to agreed points to begin implementation of the agreement.

Upon looking at this draft plan, its clear that its mostly beneficial to USA and Russia, while Ukraine gets scraps. I’m staing this based on the draft that is released. There have been revisions done at the moment with support of Ukrainians, so we wil have to wait and see what will happen and hopefully that they can come to a agreement on this to end the war.

Looking at the draft, i don’t see any Ukrainian being favour of this. ok, they don’t have the momentem with them on the battlefield as they are losing ground against the Russians. So it would make sense that they won’t get much out of it. So at the moment, time will only tell if the war can come to an end.

PS: I don’t support the war and im against it. I want peace. Enough people have lost their lives, civilians and soldiers on Ukrainian side, soldiers on Russian side. For what? so the elites on both sides could become richer? I’m not speaking of Ukrainian elites here, but mostly western elites and Russian oligarchs. No ordinary Ukrainian or Russian profited of this war. War will bring out the worst in people. That much is clear from how soldiers have behaved on the battlefield. while not all soldiers behaved in such a way, some did. I’m not excusing any soldiers from what they have done on the battlefield. If they commited crimes on the battlefield against soldiers, civilians, there is no excuse for it to justify it. Putin reasons for invading Ukraine are mostly BS. Even then, there is no real reason to invade another country. He wanted to stop Ukraine from joining NATO so that his western border doesn’t exist purely out of NATO countries like it is now except for Belarus. The irony being that Finland has joined NATO because of the invasion in Ukraine. More than that, he sought control of the resources Ukraine has so his oligarch friends could become richer. For the west, it was also about the resources, but also to dragg Putin into a prolonged conflict that could last years to weaken him military and economically speaking and it has in one way or another.
